In TC-TFRC, sources send too much data beyond the tolerance of Internet because of it's sufferable transient timer using a invariable figure. Aiming at this problem, this paper put forward MR-TFRC. 针对TC-TFRC因可容忍暂态计时器使用固定的计时时间而造成多发数据的问题,提出具有最小速率的TCP友好速率控制机制MR-TFRC。
